In a @ref rule-file-format "rules file", %%i denotes the index of the matched layout. It can only be used in the [KcCGST] value of the rule if the layout or variant is defined in the [MLVO] fields of the rule header. Otherwise the rule is always discarded.

To fix the error, either remove the :%%i specifier or add a the relevant [MLVO] field, e.g. layout[any].
